We used;
Layer 1. Banding tape wrapped all possible directions.
Layer 2. Shrink wrap
Layer 3. A Polypropylene WOVEN feed sack.
Layer 4. A few more banding tape layers.
Note. ALL contents inside must be VERY tightly wrapped and have no room to move. We wrapped individual items with tape to prevent "blow up" on impact. See the individual Mt. House packet in picture. I would then "layer" the Action Packer (or other box) with a couple long pieces or tape to keep the contents as "one".
